French Agency for Veterinary Medicinal Products Worldwide involvement
Issues relating to veterinary medicinal products are arising increasingly within Europe and even on a global scale. Within ANSES, the French Agency for Veterinary Medicinal Products (ANMV) acts both as a French competent authority and as a Collaborating Centre of the World Organisation for Animal Health (OIE). It is a driving force in terms of research, expertise, standardisation and distribution of applicable methods within its field of competence.
The ANMV's missions as an OIE Collaborating Centre
· ensure the scientific and technical training of personnel in Member Countries of the Organisation within the framework of the mandate entrusted by the OIE. · organise scientific meetings on behalf of the OIE. · recommend or develop any methods that facilitate the harmonisation of international regulations applicable to the monitoring and control of animal diseases, food safety and animal welfare. · coordinate scientific and technical studies in partnership with other laboratories or organisations. · provide the OIE with expert consultants. · publish and distribute all information within their OIE mandate that is useful to OIE Member Countries.
International activities and work
The ANMV takes part in numerous meetings under the aegis of international food and health authorities (WHO, FAO, OIE), organised particularly in the context of Codex alimentarius, including those of the Codex Committee on Residues of Veterinary Drugs. Some of the work conducted by this committee concerns issues of general interest: risk assessment and management policy, residue control, analytical methods, policy regarding substances with no acceptable daily intake (ADI) or maximum residue limit (MRL), guidelines for setting up a residue control plan, priority substances to assess or reassess, etc. They are essential for developing countries with no specialised national agency for veterinary medicinal products.
A leading adviser The ANMV represents the OIE as an associate member of the steering committee for organising a programme set up by the VICH, an informal programme gathering the authorities and representatives of the industry, the US, Europe and Japan, as well as observers (Australia, New Zealand and Canada) with a view to developing harmonised guidelines on the assessment of veterinary medicinal products. The work conducted has given rise to guidelines, the majority of which are now included in European regulations.
In the field of antimicrobial resistance, the ANMV attends international conferences organised jointly by the OIE, Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO), either as an OIE representative or as a French expert. The ANMV also makes proposals in the OIE ad hoc group whose latest work led to the drawing up of a list of critical antibiotics in the field of veterinary medicine. WHO has developed its own list in the field of human health.
