The French Agency for Food, Environmental and Occupational Health Safety became a legal and operational entity on 1 July 2010, following the promulgation in the Government Gazette of the Ministerial Order of 8 January 2010 which created it. This new public health organisation has adopted the missions, resources and personnel of two Agencies, the French Food Safety Agency (AFSSA) and the French Agency for Environmental and Occupational Health Safety (AFSSET). It has also inherited their achievements and values - scientific skills, independence and transparent assessment - in order to make its expertise available to society as a whole. The Agency has been mandated to evaluate health risks that fall within its sphere of competence to provide the relevant authorities with all the necessary information as well as the scientific and technical expertise required for drafting legislative and regulatory provisions and for implementing measures to manage and mitigate risks.
Its main activities involve: - evaluating and providing expertise on risks; - serving as a national and EU reference laboratory and conducting research studies; - programming research; - evaluating applications for the marketing of veterinary medicinal products; - inspecting veterinary medicinal products - providing training and information. It has set up and coordinates a network of organisations for the purpose of evaluating health risks.
The Agency's quality assurance policy
Committed to complete independence vis-à-vis the interests of its various stakeholders, ANSES applies a code of ethics to ensure that it remains impartial and objective. This independence, combined with the quality of its work and the reliability of its results, are essential in order for the Agency to be able to protect and improve public health while enjoying the full confidence of citizens, its partners and the State. These factors are crucial to ensuring its credibility in France and in Europe. Consequently the Agency constantly strives to respect its code of ethics and to comply with all regulations, international or national references and technical standards which serve as a framework for its activities. The competence of its personnel, the deployment of first-class equipment and premises, its involvement in European and international scientific networks and its compliance with deadlines are all permanent objectives of the Agency.
ANSES applies a quality management system for its day-to-day operations in order to ensure that its different activities are organized coherently and efficiently. ANSES will be applying for certification of its global quality management system based on quality processes according to the ISO 9001 standard and incorporating all support and management activities. Furthermore, the various professional standards to which the Agency refers will be applied in accordance with an overall ISO 9001 approach. These are: - the NF X 50-110 Standard for expertise activities, - the NF EN ISO/CEI 17025 Standard for tests and analyses, - the NF EN ISO/CEI 17043 Standard for organising inter-laboratory proficiency tests, - the NF EN ISO/CEI 17020 Standard for inspection activities
The effort to obtain certification for the French Agency for Veterinary Medicinal Products (ANMV) will continue and accreditation efforts for both the laboratories and the ANMV will be pursued by laboratory directors with assistance from quality managers.
The Agency is also committed to: - achieving the objectives defined in the goals and resources contract signed by the Agency and the State; - implementing; > the sustainable development charter for public establishments and companies, signed in April 2008; > the social accountability charter, signed in October 2008; > the quality charter of the Agency network facilitation committee (CASA - Comité d'animation du système d'agences), signed in June 2009.
An initial certification objective (ISO 9001/NF X 50-110) has been set for the end of 2011 for some activities, in particular those related to expertise. The new Agency is aiming for ISO 9001 certification for all of its activities by 2012. All of these projects are being run by a Quality Unit reporting directly to the Director General, and the national network of quality managers. The Agency will be mobilising its entire staff to deploy this quality system so that the principle of continual improvement becomes an integral part of our operation.
