The European Commission designated the Nancy laboratory for rabies and wildlife as European Union Reference Laboratory for rabies for an initial period of five year, beginning on 1st July 2008 (1).
In addition to the general functions and duties of European Union Reference Laboratories in the animal health sector, pursuant to Regulation (EC) No 882/2004, the EU-RL for rabies has the following missions:
A mission of technical and scientific support for the National Reference Laboratories (NRLs)
- Typing, storing and supplying strains of rabies virus - Preparing, controlling and supplying international standard sera and other reference reagents - Standardising the tests and reagents used in the Member States - Validating reference reagents, including antigens, and national standard sera submitted by the National Reference Laboratories of every Member State - Building up and maintaining a sera bank and a collection of rabies virus
A mission of improvement and harmonization of the techniques for rabies diagnosis and rabies control
- Organising periodical comparative tests of diagnostic procedures - Harmonising techniques and specifying standard test methodologies - Participating in international fora relating to rabies upon European Commission request - Standardising analytical diagnostic methods and their implementation upon European Commission request
A mission of information collection and centralisation
- Maintaining a database of strains isolated across the Union, including typing - Collecting and collating data and information on the methods of diagnosis used - Collecting and collating data and information on the results of tests carried out in the European Union - Keeping abreast of developments in rabies surveillance, epidemiology and prevention throughout the world - Acquiring a thorough knowledge of the preparation and use of the products of veterinary immunology used to eradicate and control rabies
A mission of research by strains characterisation
- Characterising rabies virus by the most up-to-date methods - Contributing to a greater understanding of the epidemiology of rabies - Coordinating research activities directed towards the improved control and eradication of rabies
A mission of assessment
- Operating laboratory proficiency tests - Evaluating vaccines - Carrying out test validation trials - Collaborating with National Reference Laboratories
A mission of information
- Organising workshops for the benefit of National Reference Laboratories - Providing technical assistance and scientific opinions to the European Commission - Training on request - Maintaining an internet website dedicated to the National Reference Laboratories
