· Four directions related to the Agency's missions
1) Have a scientific assessment tool making it possible to provide opinions and reliable scientific and technical support within operational time frames.
2) Ensure the sustainability of reference activities of the agency's laboratories and contribute to formalising the missions of the National Reference Laboratories.
3) Provide monitoring, observation, and alerting and identify the emerging subjects.
4) Promote and conduct a research policy consistent with the missions of the agency.
· Three cross-departmental directions
1) Have strong, adapted position at the Community and international levels.
2) Strengthen the performance process.
3) Develop outside relationships by creating unifying networks, exchanges, and partnerships and by carrying out training and informing actions.
· Three directions related to particular areas of development
1) Establish the assessment of phytopharmaceutical products, fertilisers, and growing supports.
2) Complete the rise to power of the National Agency for Veterinary Medicinal Products (ANMV) in order to reach the objectives of the strategic plan.
3) Develop the Agency's action in the field of health safety for water intended for human consumption.
The ten key indicators
This Business Plan includes 34 indicators, including 10 selected as "key indicators". This choice was made in order to allow for an easy, relevant monitoring of performance and effectiveness.
1st strategic objective: Have a scientific assessment tool making it possible to provide opinions and reliable scientific and technical support within operational time frames.
Strategic objective 2: Promote and conduct a research policy consistent with the missions of the Agency.
Strategic objective 3: Ensure the sustainability of reference activities of the Agency's laboratories and contribute to formalise the missions of the national reference laboratories.

Afssa has signed a business plan with its supervising ministries (Economics and Finance, Agriculture, Health, Budget) committing the parties from 2007 2011. This four-year contract marks the completion of the Agency's rise to power and the entry into the maturity phase. Synthetic, balanced, and ambitious, it focuses on 10 strategic directions, 50 objectives, and 10 key indicators. This long-awaited contract is also a sign of solid confidence between the State and the Agency. The commitment with the State is the fruit of a shared vision of the Agency's missions within the national scheme from the Act of 1998 (Agency founding law).
