ANSES, through the Regulated Products Department, provides the competent authorities with the expertise and scientific and technical support necessary for assessing chemical substances, biocides, crop treatment products and growing media. In particular it assesses the risks that these products may pose to humans, animals and the environment.
Assessment
- The Regulated Products Department processes marketing authorisation applications for plant protection products and their additives, fertilizers and growing media, biocides and related products, as well as all associated applications, under the regulations in force. It prepares opinions to be submitted for decision to the ministries responsible for issuing marketing authorisations.
- The Regulated Products Department assists the competent French authorities by prioritising, identifying and compiling dossiers relating to chemical substances. As part of the implementation of the European REACh Regulation (1), it recommends to the responsible ministries priorities for the evaluation, authorisation, restriction, classification and labelling of chemical substances. Under the EU CLP Regulation (2), it assesses dossiers relating to the classification, packaging and labelling of chemical substances.
Organisation of expertise
To fulfil its missions, it is supported by Expert Committees and other groups of experts set up by ANSES, which fall within its field of competence. It also relies on the scientific expertise available to it among its staff.
It is responsible for the scientific and administrative coordination of the following Expert Committees: - Assessment of the risks related to chemical substances for the implementation of the REACh regulation - Fertilizers and growing media - Plant protection products: micro-organisms - Plant protection products: chemical substances and preparations - Assessment of the risks related to biocidal substances and products
It also manages the information systems allowing access and information to be shared with the relevant ministries, in line with the distribution of responsibilities prescribed by law.
